Kate Carnell was born in Brisbane, Queensland. As leader of the Liberal Party she was Chief Minister of the Australian Capital Territory from 1995 to 2000 and the first female national vice-president of the Pharmacy Guild of Australia. She has been active in calling for drug law reform and has lobbied for safe heroin injecting rooms in the ACT. In 2006, she was made a Member of the Order of Australia for service to the community of the Australian Capital Territory. In 2012, Carnell became Chief Executive Officer of the organisation beyondblue.
