Jill Hall completed a Bachelor of Arts degree at the University of Newcastle as a mature age student, and was later a casual lecturer in rehabilitation counselling there. She worked as a rehabilitation counsellor with the Commonwealth Rehabilitation Service, and as an employment officer and employment counsellor at the Commonwealth Employment service in Newcastle.

She was a Councillor for Lake Macquarie City Council (1991-1995), during which time she served as Deputy Mayor (1993-1994). From 1995 to 1998 she was a Member of the NSW Parliament representing the seat of Swansea. She became the Federal Member for Shortland In 1998, and was re-elected in 2001, 2004, 2007 and 2010.

Hall is Deputy Chair of the Social Policy and Community Development Caucus Committee. She served on the House of Representatives Family and Community Affairs Committee, and was a member of the Joint Select Committee for the Republic Referendum in 1999.
