Elsie Morgan, wife of Theodore A. Morgan, a prominent member of the Australian Labor Party, was elected to the Sugar Board of Inquiry in 1930-1931 as the representative for Western Australia. At that time, she was the founder of the Housewives Association of W.A., President of the Consumers' Vigilance Committee, and a member of the Executive of the Women's Service Guild.
