Carol Atkins was described by the Sydney Morning Herald as a "conservative independent" when she ran for the electorate of Monaro. She had been involved in a public dispute with the General Manager of Queanbeyan City Council and was granted leave by the Council during the dispute. When she later was absent from three successive Council meetings, her seat was declared vacant and a by election held.
