Educated at Fort Street Girls' High School, she obtained her teaching certificate at Sydney Teachers' College in 1962 and taught infants for 18 months. She then joined the Commonwealth Public Service. She gained her BA in 1973 (Macquarie University), and MA in 1987 (Australian National University).
She has 3 children.
